About Barbara Biggs Over the past 30 years, Barbara Biggs has been actively involved in water, wastewater, and regulatory affairs. Presently, Barbara is the General Manager of the Roxborough Water & Sanitation District, where she is committed to protecting water resources and providing water treatment, distribution, and wastewater collection and transmission to the nearly 12,000 residents of northwest Douglas County, Colorado. Since 2015, Barb has Chaired the Colorado Water Conservation Board's Metro Basin Roundtable and currently serves on the National Association of Clean Water Agencies’ Board. In the past, Barb has also served on the Colorado Water Quality Control Commission, the Colorado Water Conservation Board (as Chairperson in 2005), and the Water and Wastewater Facility Operator Certification Board.
